The Head of Presidential Council, Mohammed Menfi, and a number of political parties reaffirmed their rejection of a return to previous legal and electoral frameworks, which they said contributed to weakening political pluralism, reinforcing individual-centered politics, and deepening political division. They stressed the importance of preserving political momentum and building on the outcomes of the “6+6” Committee, the Advisory Committee, and the structured dialogue discussions.

The remarks came in a political statement issued following a joint meeting held in Tripoli, during which participants reiterated that unifying sovereign and executive institutions represents a top priority for any upcoming political arrangements, while rejecting the transformation of parallel governments or temporary realities into permanent de facto arrangements.

The statement stressed that the Libyan people are the source of legitimacy and hold the fundamental right to determine their political future, reaffirming commitment to the option of a direct public referendum as a democratic tool for establishing national consensus and granting major decisions direct popular legitimacy.

Participants also stressed that the success of any upcoming political process depends not only on drafting laws or setting election dates, but also on providing “political, security, and institutional guarantees” to ensure a stable transition period and create an environment capable of protecting and ensuring acceptance of election results.

The statement further emphasized the principle of “full national ownership” of the political process, considering that the role of international partners and the UN mission should remain supportive and facilitative, rather than replacing Libyan political will and direct agreements among Libyans.
